Only SAMK-accredited operators have the right to process Hajj visas and issue a Turkod. Pilgrims are strongly advised to check the official SAMK list before signing a contract. The “Tourist Kamkor” Fund guarantees the tourist’s return home in case of operator bankruptcy or fraud.

Choosing an Operator: 5 Rules for the Pilgrim
Verify Turkod
Ensure the company is on the fondkamkor.kz list. After payment, verify your individual Turkod on the same site.
SAMK Registry
Check the accredited list on the official muftyat.kz website — only they can process official Hajj visas.
Contract & Hajj Visa
Your contract must explicitly state the Hajj visa processing. Using a tourist visa for Hajj is illegal and leads to deportation.
Nusuk App
To visit the Rawdah in Madinah, a booking via the Nusuk App is required. Check if your operator assists with this.
Ustaz Qualifications
Ask who your Ustaz (religious guide) will be and if they speak Kazakh and Russian. Ritual errors can invalidate the Hajj.
